The Building & Safety Division of LA County is managed by the Department of Public Works. Since the geographic footprint of LA County spans such a large area of land and jurisdictions, it’s important to also consider the appropriate Authority Having Jurisdiction specific to your project.
Through their online EPICLA platform for unincorporated areas, or their BSOP platform for contract cities, all applicants are able to submit for the following types of permits:

LA County DPW utilizes their online EPICLA and BSOP platforms to review your drawings to ensure compliance with all code and life safety requirements. The process typically follows these steps:
Step 1: Determine your appropriate AHJ utilizing their online Service Locator (1 day)
Step 2: Submit your application and corresponding documents through the County’s EPICLA (unincorporated areas) or BSOP (contract cities) for screening and completeness, and pay corresponding fees. (3-5 working days)
Step 3A: Coordinate the plan review process with your assigned plan check engineer and through the online permitting system. (4-6 months)
Step 3B: Submit and coordinate the plan review processes with other agencies (Fire, Sanitation, etc.) as instructed by your Agency Referral Sheet. (3-6 months)
Step 4: Submit your agency approvals and final plans for final processing once all corrections and comments have been addressed. (5-10 working days)
Step 5: Have your permit issued by your licensed professional or as owner-builder and move forward with your work!
The timelines provided above are generalized and can differ at the time of submission. They are also indicative of only the first review cycle and accounts for payment of all expedited review fees, as available.
